The Campaign for Payday Loan Reform started in 1999, soon after an undesirable girl stumbled on confession at Holy Name Cathedral and talked tearfully of her knowledge about payday advances. Monsignor John Egan assisted the girl in paying down both the loans plus the interest, but their outrage to the lenders that are unscrupulous just started.
